Bogotà has a lot of options and the choice of your hotel will depend on what you want to get of the city.
You're a backpacker and you want to be with same minded people, go to La Candelaria: Hostel Sue or Hostel Platypus or the new Anandayami Hotel are good options.

=> La Candelaria is the touristic place of Bogota. It's safe during the day but you should be careful at night. To go out, be aware that there are more places to go out in Chapinero, Parque 93 or the Zona Rossa.

If you are unsure about what you want, go to Chapinero, the area is safe, it is in the middle of the city with fast access to La Candelaria and the centre, close to the night spot of La Zona Rossa, or to less know places like La Macarena. Hotels are a bit more expensive than La Candelaria but the value is way better: try Hotel Lourdes Plaza. For a cheaper option but closer to the Zona Rossa, head to Chapinero VIP, rooms are average but location is ideal and Antonio is a great host.

=> If you stay more than 2 nights, why not stay North of the city, it's really safe, there are less toursits and you get access to Zona Rossa, Usaquen, Parque 93.

Other options are comfortable Hotel El Virey in the Center, so with close access to La Candelaria. A more upscale option is the Boutique Hotel Casa Medina, a beautiful colonial building that should please your loved one.
